Putin's sending a message to Trump and other countries that if you place sanctions on Russia we'll do worse to your people. Same thing as China's doing to Canada.

China arrested two Canadians because Canada arrested Meng Wanzhou, Chief Financial Officer of Huawei on a warrant issued by the US. China wants to make sure they send a message to US allies that siding with the US means siding against China.

China picked on Canada because China knows that doing the same to innocent American citizens would invite retaliation from Trump and China doesn't need any more sanctions or trade disputes when they're suffering enough now.
