Cell phones in Russia

I’m a little confused by what my friend there in Moscow is trying to tell me about her mobile number. So, while I am actually in Moscow do I dial all eleven digits of her cell number beginning with 7? Thanks.

If your phone is on a Russian cell band and you are in Russia, you do not need to dial the 7.
