LT, I  agree

putin gets away with this simply because no one will stand up to him and over time outsiders have acclimatised to his behaviour even though they know it is completly wrong

It was s brief argument in the street (I do recognize this place in Krasnodar), then came the policeman and people settled.
I am from Kuban, my older son's family lives there, I go there every summer, I have tons of friends there.
 By NO means Kuban people want federalization.

 Russian President Vladimir Putin has signed a law that would make spreading separatist views a criminal offense punishable by up to five years in jail.

Under the law, submitted to the Russian State Duma by the Communist Party earlier in December, people will face a fine of up to 300,000 rubles ($9,200) for calling for action aimed against Russia’s territorial integrity. It went into effect after Monday's publication in the official Rossiiskaya Gazeta newspaper.

After the fall of communism, the biggest mistake Boris Yeltsin's regime made was not to disband the KGB altogether. Instead it changed its name to the FSB and, to many observers, morphed into a gangster organisation, eventually headed by master criminal Vladimir Putin. - Gerard Batten

Ukraine approves tougher anti-separatism law

KIEV, April 8 (Xinhua) -- The Ukrainian parliament approved a bill against separatism on Tuesday in a bid to end violent pro-Russian rallies in the country's east regions.

According to the new law, those charged with violation of Ukraine's territorial supremacy could face a jail term of up to five years for single offence and up to 10 years for repeated offense.

Earlier, the maximum sentence for encroachment on Ukraine's territorial integrity was three years in prison.

The parliament also made the criminal liability for treason harsher, requiring offenders to spend 12 to 15 years behind the bars.

Previously, the minimum mandatory sentence for treason in Ukraine was a jail term of 10 years.

Here is the text of the law passed.  It relates to financing of separatism.  Given that financing has been done from out of country, it is not an unreasonable law.

Holding separatist views, or advocating separatism, is not illegal in Ukraine, AFAIK.

There are actually three levels.

1) The first, as noted above, for someone just talking about it.
2) Second level is publishing the idea in some media form.  This gets a jail sentence.
3) If you hold a gun while promoting the idea; death  sentence.

Thus, what the people in Crimea did would lead to a jail sentence and some death sentences now.
