In Texas anybody that moves in from another state or country has 30 days in which to obtain a Texas driver license.  As to enforcement that like anything else would be up to the individual officer.

Yes and no. The issue is that you have not permanently moved in until a Green Card is issued. So it depends on what visa was used for entry. A k-1 visa is not an imigration visa. Hence you can be driving on your foreign license for about 7 months from entry.

how about the valid caveat?

If it is not a license valid license, then it would be no good back in the FSU.
