My sister-in-law is from Russia. She lives in France. I'm helping her set up a bank account, etc.

Suggestions for a bank with low fees?

Depends which services your SiL is most likely to use

The French Post Office has the most branches, but Société Générale has probably the biggest presence in Russia - if that is important
