Bride and groom arrested at their wedding, suspected sham wedding?

I do not understand what exactly they mean by "tipped off" in this article? Somebody thought they looked weird, so lets just arrest them? And what do they care who wears what UNDER their wedding dress and since when does that qualify you for a sham marriage? (did they lift her skirt and look what shes wearing?)

The registrar usually has a conversation with the bride and groom before marriage, and takes some notes for a small speech. If during this time they get the idea that the bride and groom do not know each other they have to inform the immigration.

As for the case of wearing jeans under a wedding dress, I guess it showed... ;D

No it is not a dog. Its really how I look.  ;)
