Is this the sort of photo that should be winning awards?

It is not raising the flag over Iwo Jima, yet it speaks volumes.
It reminds me of the photo of Vietnam's National Police chief executing a handcuffed Viet Cong prisoner during the Tet offensive. That photo became an icon in the anti-war movement. The photographer later wrote after winning an award:

After the firing of a gun and killing of a person, most people ducked for cover or ran. Photographer kept a steady hand to shoot a sharp photo. I don't think the photo should win an award but the photographer did keep cool and took advantage of opportunity that doesn't come along often in a situation where he could lose his life.
