IMBRA to be Re-Authorized in 2012

IMBRA legislation is up for renewal in 2012 as part of VAWA Re-Authorization.

Attached is a redline of the changes to be made in the Re-Authorization showing the entire VAWA Table of Content with *only* the relevant IMBRA pages (begins in the middle of numbered page 99 in the attached report). Should anyone wish the entire document, just let me know.

At first glance the changes seem reasonable.  I am sure there is something I am missing. 
 

Did IMBRA have an influence on agency operations in the FSU for the past 5 years?   Was IMBRA ever addressed during the review of a fiancee visa petition?
 

I notice that IMBs (agencies) are required to keep on file for 7 years the birth certificates of the local women.   This is designed to prevent marketing of children.  How is this enforced?  Will the Moscow and Kiev consular officers  ask the agencies to provide copy of dated birth certificate of fiancee?

Why would a Russian or Ukrainian agency care about laws of a foreign country?
They operate according to the local laws.

match.com must follow the law. It has banned Russian and Ukrainian women from registering.

For the Russian/Ukrainian agencies the US embassy might make a stink when their women go there to apply for a visa. More and more our country is applying rules on other countries. Look at the latest requirements on foreign banks to turn in all US citizen bank account information or risk the seizure of these banks assets in the US. Very heavy handed.
