 it shows as a still is because it has to be resized to fit as an avatar , you cant do that with an animated gif aka the size of the animated gif must be in the same size as the avatar.
There is tools avail for scaling it though, here is one, havent tried it so dont know if it works http://ezgif.com/resize

you cant upload an animated gif here that are larger then the avatar (65px - 65px)

so if you make it 65x65 it will work, but if you upload one that is bigger it fails
