Russia denies German report it is ready to sign gas deal with Greece

(Reuters) - Russia denied on Saturday a German media report suggesting that it could sign a gas pipeline deal with Greece as early as Tuesday which could bring up to five billion euros into Athens' depleted state coffers.

German magazine Der Spiegel, citing a senior figure in Greece's ruling Syriza party, said the advance funds could "turn the page" for Athens, which is now struggling to reach a deal with its creditors to unlock new loans to avert bankruptcy.

"No, there wasn't (any agreement)," said Kremlin spokesman Dmitry Peskov, in comments made to Business FM radio and quoted by RIA news agency.

Peskov reiterated that the Greeks had not requested financial assistance during talks in the Kremlin earlier this month between Prime Minister Alexis Tsipras and Russian President Vladimir Putin.



"Naturally the question of energy cooperation was raised. Naturally ... it was agreed that at the expert level there would be a working-out of all issues connected with cooperation in the energy sphere, but Russia did not promise financial help because no one asked for it," Peskov was quoted as saying.

During his visit to Moscow, Tsipras had expressed interest in participating in a pipeline that would bring Russian gas to Europe via Turkey and Greece.

Under the proposed deal, Greece would receive advance funds from Russia based on expected future profits linked to the pipeline. The Greek energy minister said last week that Athens would repay Moscow after 2019, when the pipeline is expected to start operating.

Greek government officials were not immediately available to comment on the Spiegel report.

Schäuble welcomes Greek-Russian gas deal

The German finance minister has welcomed the possible gas pipeline deal between
Russia and Greece. But he expressed skepticism about an agreement on Greece's
debt when EU finance ministers meet in Riga next week.



At the meeting of the International Monetary Fund (IMF) on Saturday, Schäuble
said he saw international support for the German position in the Greek debt crisis.
"We are even getting acknowledgment from the very top," he said, referring to
President Barack Obama's recent call on Greece to move quickly with negotiations
and reach an agreement with the EU.

"Greece needs to initiate reforms. They have to collect taxes. They have to reduce
their bureaucracy. They have to have more flexible labor practices," Obama said
on Friday.

In Washington, Schäuble welcomed the possible Greek deal with Russia, though
he questioned whether it would satisfy the demands of Greece's international
creditors, German news agency dpa reported.

"I'm happy for Greece, if that's the case," Schäuble said on Saturday in Washington.

So what happens if the EU weans itself off Russian gas, as has been proposed?  No $5 billion.


I'm also surprised there has been no ecology outcry similar to Keystone, though pipelines generally are quite safe.

Greece Might Have Found Its Deus Ex Machina In €5 Billion Russian Gas Transit Deal

Here’s one version of the story:

Greece could reap up to €5bn from a planned Russian gas pipeline that runs through the country and on to the rest of Europe, easing fears it could run out of money within weeks.

The construction of the “Turkish Stream” pipe could “turn the tide” for the debt-stricken country, Der Spiegel quoted a senior official in Greece’s ruling Syriza party as saying.

A deal between Russia and Greece is expected to be signed on Tuesday, the magazine added, with the payment an advance on future profits from transit fees.

Well, it’s not quite “profits” on the transfer fees, it’s simply an advance upon those transit fees. For this is the general manner in which pipelines work, the people transporting valuable materials through a pipeline pay fees to the country whose territory the pipeline crosses. Not particularly because it’s just or right that they do so, rather because it makes countries more likely to allow you to build a pipeline through them.

Off topic but
The Keystone pipeline argument is really silly based on environmental reasons.
139,000 carloads of Canadian tar sands bitumen traveled to Texas refineries by
rail in 2014 with 150,000 carloads expected in 2015 which is considerably less
safe than travel by pipeline. So the crude is getting to Texas anyway.

There have been three major recent crude car derailments. The pipelines don't
travel through cities and population centers and the rail road does. For very short
distances rail car delivery has been proven slightly better than pipeline but for longer
distances pipelines are far superior in terms of safety and less spills.

Neither pipelines nor trains are safe but pipelines are the safer of the two.

IIRC, Russia shelved the South Stream pipeline project about a month ago :-\.
