i have Win10 on my desktop and 2 laptops, but have never purchased Win10.  They all had free and transferrable upgrades from Win 7 Pro. Some licenses are transferrable, some are not. There are many old nonworking PCs/laptops which have a license which is transferrable to other PCs/laptops.  So they sell the hardware for "parts only" and they sell the Win10 license for $5 to $15.  I see nothing wrong with that, and it will be recognized as a valid license if it is the transferrable type and not in use somewhere else.  I think there used to be some rule that the OS had to be sold with "hardware", so they would sell it with an old floppy disk or whatever...
