these are common in the Black Sea and not just Sochi...
here's the one that was 300 meters from where I used to live in Sevastopol
fisherman used it and teenage boys dove from the top

Not docks, 'Beel' and not the structure Krim has posted, either ! ;)
There ARE many structures that - like a crane on a 'monorail' - are used to drop small boats into the sea - beyondbreaking waves ... but thet's not what's going on here !

From an article posted re the winter Olympics at Sochi in 2014 ..
"Her nipples are covered with two silver stars; topless sunbathing in Russia is not permitted" ..
There ain't half some guff written about Russia ;)
These structures were built for 'Sanatoria' to permit single-sex nude sunbathing ..
Until recently, ( last summer ) these Sanatoria could ban or charge the general public for access - now the access to these beaches are free and fencing that stopped public access are gone.

The photo - below - is taken from the sea-side Pearl Hotel and shows our district ( Svetlana) on the right side of the photo ... I can tell it is c.2012/ 3 as our house does not exist, yet ..
The building most to the left ( north) below is the most southerly in the image above)
