It's usually said the other way around. 

one thing I notice too while I was in russia. They pet names like crazy. zaya, zaika kotenok etc. along with putting echka enka ka at the end of a name

There is nothing wrong with giving compliments whether there are from men to women or women to men, regardless on looks, hair, what they are wearing, new clothes.  It is very healthy!

IMO the majority of FSUW have a pretty deep streak of insecurity and inferiority which they attempt to mask with that cold FSU image, bluster and feigned indifference when dealing with westerners. Their asking of the partner/spouse these incessant questions, speculating about cosmetics, shopping traits and curiosity about cosmetic surgery shows the cracks in their psyche. It gets old and I suggest you sharpen your criteria a bit to include weeding out these whiney, insecure types or they'll drive you crazy with this sort of talk.

In Ukraine I don't recall ever hearing it with the bolshoi stated first. Maybe a regional thing?

I have heard it translated as "big thanks" and wondered why this happens sometimes. As usual I think you just have to write this off as a coping or transitional affectation.
