My scenario (not new).

Russia sent a 'special envoy' to talk with Erdogan.

He laid out Putin's successful maneuver of orchestrating a major disturbance, blame it on others, and then take action to tighten control of the nation.

Come to think of it, this was Hitler's maneuver before (and probably countless others over history.)

Erdogan jumped on the idea and implemented it, and started a bromance with Putin as a thanks.
