Are you planning on living full time in Ukraine?

Why didn't your wife change her last name when you got married?

To change her last name now would probably mean a court action in USA.

Ukraine will accept your marriage in NY, but you will need to get the certificate apostiled. translated into Ukrainian, a letter stating that the person doing the translation is well qualified, and a notary. These last steps can be done in Ukraine.

The translation verification is not as complicated or formal as many think it needs to be.

Here is all that is needed at the bottom of the translation.

I, Igor V. Voytova certify that I am fluent (conversant) in the English, Ukrainian and Russian languages, and that the above document is an accurate translation of the document attached entitled Marriage Certificate.

As a practical matter, anyone can do this and put their name there.
But since questions may be raised if the subject person does it for themself, better to use a friend's name.

We did the latter for all documents for my spouse for all her AOS and ROC procedures.
A beautiful woman is pleasant to look at, but it is easier to live with a pleasant acting one.

As Wayne suggested get the apostille in the US, then you can have it all translated wherever.  The translation should normally include the apostille info.

At least that's what we had to do for US documents to be used in RU way back then.

1.It does not take a court document to change her maiden name.
You can do do at any local social security office, as long as she  has ID and a copy of the marriage certificate. It can then be changed at the DMV.

2.your US marriage is legal in every country,  as mentioned you just need the marriage certificate tranlated/apostiled which is easy.
Her internal Ukrainian passport would likely need changed to reflect the marraige.

Info for other Forum Readers

ME::

1) How do we get our legal New York marriage recognized in Ukraine.

2) We need to change her legal name in Ukraine.

3) I would like to apply for permanent residence in Ukraine, So I can own land and Start a business in Ukraine.

Consulate General of Ukraine in New York

1)      Your certificate should be apostilled. Also it is necessary to have apostilled translation into Ukrainian language (translated document set should contain translation of apostille of the certificate, translation of the certificate and a copy of original certificate and it also needs to be apostilled).
2)      She can do this in Ukraine if she has a Ukrainian internal passport or ID card.
3)      You can apply for that after 2 years of marriage date.

Apostilled is same as Notarized except it is done by a government office rather than a private business person.

Jumper,

If it is a US document, it should get an apostille in the US.  The apostille is usually only valid for use outside the country it is issued in (makes logical sense).  I'm aware that documents can be notarized at consulates, but don't think that is the same as an apostille.  Easiest just to get it done in the US.  You may be talking about the 'free to marry' document that we get notarized at the consulate, then submit to the RU foreign affairs office for legalization..

We did all this for marriage in RU so ymmv in UA.

Of course, if you're talking about UA documents getting an apostille in UA for use outside, yeah probably can do that in a day.  Was a couple days in RU.

The apostille is usually done at a Secretary of State office; either in person or by mail. Each state has different set up. If done by mail, it could take several weeks.

You need to check the specific ZAGS (RAGS) office in the area of Ukraine where you will live to find out the exact documents and procedures they require to become a resident of Ukraine.

If I remember, you need to enter Ukraine on a "D" visa, not without a visa for 90 day period.

That is correct.
I wasn't talking about the
 free to marry....

I was, speaking of ua docs, or legal translations , in ua.

US docs, same process ,but yes in the US.

None of it is even slightly difficult.

I'm actually a notary, of all oddball things , snd that process isn't difficult either .

Darth, Ukrainian is the official legal language of Ukraine.
Submit in the proper legal language or expect problems.

Their office is in NY and if I remember correctly, you're living there too. Best to take the originals to their office. Small chance the mail can get lost but the hassle of trying to replace originals can be very time consuming and expensive if you have to fly back to Ukraine.

Or you can  do yourself  for zero cost.

This is the same thing as when some people want to spend money to have an attorney get involved in the paperwork for immigration procedures.

Nitwits with sparse English ability do it all the time; yet others want to pay.

Translating official documents into "bureaucratise" is not something most people can do themselves.
After the fall of communism, the biggest mistake Boris Yeltsin's regime made was not to disband the KGB altogether. Instead it changed its name to the FSB and, to many observers, morphed into a gangster organisation, eventually headed by master criminal Vladimir Putin. - Gerard Batten
