A friend of SC has told her that she has met an American online and he is ''arranging a spouse visa'' ...

They have only ever met on Skype 

He is sending her money

Does this guy have ANY chance of getting a Visa for her ?  I don't know how your system works - but surely they'll be asked if they've met ?.

She's a nice lady and I don't want her getting messed about

I believe you must have actually met in person in order to get a fiancee/spouse visa.

As mhr7 pointed out, there is a requirement that the couple have met within two years preceding the application. I think the government can waive this requirement under certain circumstances, but I understand such a waiver is almost never granted.  I should note that I have not looked at immigration law since 2011, so there is a chance that the law has been changed.

I just looked at the uscis website and apparently the waiver still exists:

Note that this applies to a fiancee visa. But you mentioned spousal visa. I have no idea what the requirements for this are. But it would surprise me if two people could get married without having met each other.

I think the guy means "fiancée visa". One has to meet in front of a government official or priest to be married. Certain cultures and religions that arrange marriages can qualify for the fiancée visa without ever meeting. Chance of this guy and SC's friend qualifying without meeting is practically zero.

He's invested time and money for her so chances are he's serious about marriage.

Tell the guy about this forum. We'll help him on the straight path. If he's serious and in love, he won't hesitate to act on our advice to get the paperwork done in the right manner after the required visit to the lady of course. If he fails to act and do what's required, then you'll have the answer he's not in love as much as he claims to be.

OR it is possible the lady is slightly ''off '' with her relaying of information via third parties

not intentionaly, just the chinese whispers type of communication twists that can go on

if the lady is a good person  as you mention & is receiving money from him , im sure the guy at this early stage has good intentions ,

while they at present may only have met in skype , he may be using a migration agent or lawyer for info and fully intends to go and meet her before applying for a fiancee visa

his intent with advising her of his longer term plans  if all goes well in their skype conversations may have got into her mind in a slightly different manner of intent & order of action

has he advised her of any intended visit

lots of miss interpretations can happen in these types of skype conversations ime

For a K-1 fiancée visa the man and woman have to have seen each other in person within the last two years.
