Will be in Chernovtsy Ukraine in April, does anybody have any suggestions for the best, cheapest way to get from Chernovtsy to Tomoshpil? Need to take my mother in law to see relatives. Train, bus, car, horseback, rickshaw, any suggestions are appreciated along with possible cost involved as well as time. Thank you in advance.

They're in different oblasts, so you'll either have to take a train and switch to a bus, or take a bus.
Doesn't your MIL know the best routes? She should know what trains/buses go to other oblasts, and how often.

One would think she would know all the possible ways to get there, but, alas, she knows little of transportation in Ukraine. We know we can take the train, but it runs on an odd even day schedule and either we stay too long or too short of time at her relatives, so was looking for other possible ways to get there.

No direct bus but cheapest and 1 transfer is Chernivtsi-Mohyliv-Podilskyi, then connection from M-P to Tomashpil. About 8 hours @ cost $8usd.
If you need link I can give you.

Noticed that these guys are still in business and have been for several years.
Tours in St Pete seem quite reasonable .....
