Yes she does and the difficulty depends on her situation and previous travel record.

If she can prove she will return to Ukraine will have a better chance of getting an visa.  Good paying job, money in the bank, ownership of house, and / or children help.

This is a shengen visa and will depend totally on her personal situation/travel history. It is better if she goes trough a travel agency rather than alone to the embassy.
You can buy a cheap bus tour to do the paperwork , it will be perhaps 200 or 300$ but visa will be more easy to get.
