I just recently realized that a woman who is listed on this site as engaged wrote me two days after her engagement. Or perhaps her agency wrote me.

To verify the information I think you should contact the site.
Regardless, if you are certain it is the same woman I would not get any hopes of starting a successful relationship with her...

My guess, and keep in mind that it's a guess, is that it's not the lady in question who is writing you but rather, as you surmise, that the agency staff is using her info/profile to write to you.  That site appears to be an AFA affiliate site.  I have no personal experience with that site or AFA, but the overall rep isn't that great.
