People paying big $ to chat and flirt with younger members of the opposite sex

Not in Ukraine.  In Japan.  And it's the ladies who pay to talk to the guys.

Male host clubs (ホストクラブ ~ hosuto kurabu) are nightclubs that provide male companionship to women. Good hosuto are personable. They flirt with clients, tell interesting stories, listen to the customer's problems and treat them as a respected customer.

... Women pay an hourly fee and buy drinks for men. Customers are encouraged to spend vast amounts of money. One service (champagne call), involves a customer buying a bottle of expensive champagne. All the hosts in the club gather around to make the customer the center of attention. Everyone partakes in a round of cheers with the champagne. They often sing a song or dance. For this 5 or 6 minutes of attention the woman pays 20,000 ~ 150,000 yen ($200 - $1500 US).

And sometimes the ladies buy the guy's expensive gifts:

However, there have been cases where ladies got so obsessed with hosts’ professional gallantry that they started wanting "more." Personally,i think if men going to the FSU(particularly Ukraine) to meet a girl are informed they are expected to use the girls agency Interpreter,they should respond by saying "No problem,but you (the girl) can pay for that."
 
The ensuing response would save many wasted trips by men.
