Who is this masked man?  It's not the Lone Ranger or Spiderman.  It's Darth Vader.  Fighting drugs in Odessa.  Invading the Justice Ministry.  Darth Vader is the deputy head of the Internet Party of Ukraine,  which failed to get a seat in the 2012 elections, so now they are trying other tactics.  Darth Vader actually appears to be former cybercriminal Dmitry Ivanovich Golubov.
