Well for all of those thrifty, penny pinching cheapskates that plan on spending less than $1000 bucks for the entire endeavor, I highly recommend the free sites

You know the British have always been a little thrifty) "look after the pennies and the pounds will look after themselves " But a small monthly subscription fee on a quality site is ok, you can still meet your Russian women for $970.00
