Windsorite Mark Sarty is desperate to bring his Ukrainian wife home to Canada, but instead, they're waiting out the spousal sponsorship process in Mexico, in what he says feels like "limbo."

IMO Sarty is trying to game the system. The article doesn't appear to say where in Ukraine they were living however from what I understand western Ukraine is safe so if they were living close to the war zone they could have moved there.

Depending on how much money Sarty has available to wait out the spousal process there are many countries in the world open to him and his wife.
