Stop and think of all the foreigners out there driving around.

Scary huh?

My advice:

1, Marry girl that speaks good enough English to read the simple driving manual
2, Marry a girl that know how to drive

But, seriously, it may be a good idea for her to get the DL in FSU first. If she get's it there, she would certainly get it in the States. USA must be the country with the easiest (and cheapest) driving license test in the world (which makes sense as you have to drive to be able to live a decent existence in most places)

I think knowing English first is important.

Even with English there can be problems.

I recall ages ago when the secretary I had at the time went to the police station to pay a parking ticket.  When she came out the officer was there writing her another ticket.  She was angry and asked what this was for.   He pointed and said, didn't you see the sign.   It said:

NO PARKING, POLICE CARS

She said yes, she saw it but she thought it meant police cars were not allowed to park there.

My wife has a Russian translated DMV booklet for Texas she showed me last night.  She also told me last night you can get one for each state. You can also have someone read you the test if you do not understand the language and the test is not translated into Russian.  Another reason I like being in Texas.

Go visit a Russina store in Indiana (there are several) and they will tell you were to get what you need.  Maybe Indiana is like Texas.

Lol Turbo! Good story :)
But think about it Big Guy....
In Russia, most everything is accessible by walking, bus, metro and at last resort, taxi.
In the West, public transportation sucks unless you are in a big city.... and even then it sucks much more than in Russia!
Driving is something that we all do here and yet take for granted. It is a Freedom. This Freedom is especially important for a Russian Woman who's husband's home is located in a rural area. With this Freedom she can shop, go to work, take the kids to hockey practice, doctor appointments, etc.... and perhaps more importantly, she can drive to school, job interviews, work, etc...
I don't think the ability to speak or write the native language should be a prerequisite to a getting a license. It didn't stop me from driving in Russia.
