Here is some information on how to contact the Ukranian President.

If your letter is regarding official business or an official request of some sort you should also sent a courtesy copy to the Ukrainian Embassy in Washinton DC.

Both of these allow you to send an email letter directly but I will caution you that most FSU heads of state use these easily accessible addesses as "blind box" addresses, it's a hold over from Communist days, published but really designed to shield the ministers from nusiance mail.

You have a better chance of getting it read by sending it the old fashioned way via postal mail, with an .84 cent International stamp from your local post office.
