How is the hot water situation in Kiev now?
Do I still need to make sure there is a boiler in the flat I am renting? Or is there hot water all the time

Ask the question when you rent the flat.
Depends also who you are renting from.

It depends on how the winter was and how much money the gas company owes to Russa. ;)

I've only been home a month (or a little less) and had no problems...  Both of the apartments I stayed in had their own hot water systems but they weren't plugged in.  In one apartment the water was virtually at boiling point and the ther was more comfortable.
