Why 90% Internet Russian Scams come from Yoskhar-Ola area?

Does anyone knows why when tracing IP adresses we discover that most scammers usually come from this area of Russia?
Is it because it's poor?
Today I receive another e-mail from one of these scammers. I just run out of patience to anser "her" e-mails but today just receive one from dear Olga asking me why I don't write "her".

Just curious to know your opinion.

when you trace and compare the IP's you will find that 80% lead to the same provider. This provider is located, amongst others, on the University campus of Yoshkar-Ola.
While they use a variety of different pictures and names, the actual group of scammers is limited to 20-30 persons maximum. However they make it look like they are 1000 different persons and names.

It is extremely easy to get a set of picures from a hot girl. Lots of girls put their pictures on the internet without realising anyone can copy and abuse them. And if not of 'normal' girls, there are the portfolios of wannabe-models, or the photoshoots of real models. Put up a profile with pictures of an American swimsuit model, and 90% of the men will not recognize her for being American.

So do not think that just because you see a lot of scams and pictures from one region the people living there are all involved in scamming foreigners.
