White pages/phone/address lookup service?

I was just wondering if anyone knew of any good (preferably English) sites that were similar to our switchboard.com where one could do residential address and phone searches based on last name and city.

For example, if I typed in "Smith" and searched in "St. Louis" here in the U.S., then it would list all the Smiths and show their addresses and known phone numbers.

Is there a site that will do this for St. Petersburg?

I've found Yellow pages for St. Petersburg, but no "white pages" yet.

They list 33,551 people. Not exactly a full listing of the overall population. White pages in the FSU are virtually non existant.

   You spent some time investigation an agency you used. Don't burn too much time investigating the ladies. Paranoia will destroy ya. If they're taking your phone calls everyday, the women are real and probably really like you. Insincere women can't maintain a high level of enthusiasm with you on the phone for very long unless you're sending them gifts and money to keep them motivated in knowing you.

Novosibirsk somehow has such a list.  A RW friend looked up the telephone number of another RW who interested me.  Other cities?  Why Novosibirsk?  I have no clue.
