In the KEV-1 instructions is the following:

 My fiancee does not have her marriage certificate as they take that from them when they issue divorce decree. Is this generally for those who are not divorced and are widowed?

MARRIAGE CERTIFICATES: Previously married persons are required to present their marriage certificate or change of name certificates if they no longer have their marriage certificates.

Never mind, I figured it out. Her divorce decree is also her official change of name. It states it on decree.
