Moscow has cancelled $12 billion of Iraq's debt, or 93% of the total sum owed by the Middle East state, Russian Finance Minister Alexei Kudrin said on Monday.

Well, they should - but I would venture to speculate
that this is being done in anticipation of a future revived
relationship with that Arab state once the inevitable U.S.
withdrawal takes place.
