I just recieved this letter from an American who was turned away by airline without a visa. Here is what he wrote me today! Damn this mess! He was in London when he went to apply at Ukraine embassy. He is an American with an American passport.
Basically the Ukrainian embassy in London misinformed me. They told me
I was covered under this new visa regime for American citizens

This regime only applies to Americans who have visited the Ukraine in
the past 6 months, so unless this is the case YOU WILL NEED A VISA. I
heard from the airline who had to deal with me after not letting me
board my connecting flight in Vienna as well as other American friends
who are trying to visit Ukraine that many of the embassies are giving
out incorrect information about this visa regime. Do not believe the
embassy if they tell you you don't need one. Make sure you have a visa
or you will not be allowed to fly. Also, apply as early as possible in
case they give you a hassle. Good luck.
