Albert,

You are right, I should make this clearer. Here is an easy rule of  thumb: you should fill out the "Customs Declaration" form  coming into Ukraine and leaving it, you will more than likely need it.  Note that I did this two weekends  ago, even though I had nothing to declare and was not carrying any  luggage except for a small attache' case. The Customs official did not  look at the form I was offering, and waved me through.

But let us not lose sight of the point of this post, which was that I have  noticed that both Borispol Passport Control and Customs itself seems to  move much more smoothly and thereby faster. I am a slow walker, so  often find myself at the back of many airport lines, and waiting on  lines is a Soviet tradition. I spent less than five minutes at Passport  Control, a personal record.

There are two general areas of touting:

Stocks, as in "Buy Widgets Inc. at 40 and iit will go to 100 in three months!"
and
Horses, as exemplied by the character Nicely Nicely Johnson (played by  Stubby Kaye) in "Guys and Dolls," that is, "I've got a horse right  here, his name is Paul Revere, and if the track stays dry you'll have  reason to cheer...Can Do, Can Do, I tell you this horse Can Do."

Indeed, that was my point. One change that will be a big help is the  new terminal that AeroSvit is building at Borispol:  http://www.aerosvit.ua/eng/press/471/

Am personally looking forwarded to those much needed additional  departure gates, especially since the new terminal will not be  exclusively for AeroSvit traffic.

I'll be in Kiev from Dec. 29 to Jan.3

If you want to save a bunch of kopecks traveling. Travel to the FSU on December 25th.
September 11th is another cheap day to travel.
