Why agency was interested in your contact?
Some agencies are trying to get more business. Sometimes they post a profile at a competing agency or dating site so that men will write the profile. They can obtain the man's information and photos this way and lure him into doing business with them.
why they sent 30 letters day from you, as I understood account, which they made.
It was the agency sending me about 30 letters a day from their women. By doing this they are hoping I'd find a woman that interests me and inspires me to do business with them. Just like you and other women, a guy will only use one or a few agencies to find his love. Those agressive agencies are trying to be the one men will want to use. A guy will get so many letters from women he will not have time to use other agencies/dating sites. Only smart men will know those letters sent to him aren't real interest from the actual woman from the photos. That means dumb men will be the majority of their customers. They may have money but they aren't entirely smart when someone is trying to fool them.
Why they did it, who payed for sending letters if they cost somehing???
The agencies who send out women's introduction letters doesn't have to pay for it and employees who are working anyway are getting paid to do a job. If a mananger ask them to go find business, they will do it. A man does not always have to pay to read an introduction letter from a woman but if he signs up at the agency, he will have to pay for every letter sent and every letter he wants to read from the ladies will cost him money.
Because communication through letters and phone calls are expensive, most men will not communicate much with women at the agencies you are using. If they choose to visit a woman or women, they will make their decision based off photos and will be basically visiting a stranger. Many men who choose to use the agencies you are signed up at may not have much intelligence. They may have money but they are easily fooled and it's easier for women to separate those men from their money. Those guys have not invested much time learning, respecting and appreciating the other qualities of a woman they are going to visit because there was a lack of communication.
You may also experience another type of man that isn't pleasant to know. A sex tourist. Some agencies let women post normal photos of themselves in normal clothes. Some pornographic sites show nude women. The mentality of the average man who does business with a marriage agency who lets women post the photos they want compared to men visits pornographic sites and chats with women there are vastly different.
The agency you use promote women to submit photos somewhere in the middle. Bikini and see through lingerie photos are the ones they want women to put in their profile. Many men who want to get married but frequently use pornographic sites and/or uses prostitutes will be tempted to use an agency who's women are showing more skin over an agency where the women are dressed in normal clothes. Is a nude woman or one wearing a bikini always a bad woman? No, I'm a man with normal male hormones and I like seeing women in bikinis and in the nude as much as the next guy but preferably she's my girlfriend or wife.
I know it may be difficult to read my long posts especially if I'm using words you're not familiar with but open your mind and look at the business model of the agency you're using and think about the type of men they are attracting and the barriers they put up for people to communicate with each other. Will the men they attracting be intelligent and have a decent marriage minded mind or will they be the type who will visit and marry a woman based only on her photos and looks? If someday you want a happy family with children, you need to understand the minds of the men you are dating especially if they are coming from the agency you are using.

My contact info got stolen from email letters too. Yes, it's probably someone else reading my mail and not the intended target. It could have been sold. How does that happen? It's like sh!t, it just happens.
