Every time I look down the list of topics, this one keeps reading to me as:

I agree that mailing it to her would be a bad move.  First, there is the theft problem.  Second, there may be customs and duties problems exporting a laptop to Russia, even as a gift.  Then there is handling and breakage.  Much better to give it to her in person.  Nobody will blink at a laptop in your or her carry-on luggage.

Check the voltage on the power converter.  Many of them are universal voltage such that all you need for use in Russia is a plug adapter, easier and cheaper than a voltage adapter.

As for Windows, you should know that exporting the U.S. version of Windows is illegal because it contains non-exportable encryption technology.  As for the risk of getting caught, I will leave that one up to you since I do not want to advise you to break the law.  I just want you to know about this.
