Ukrainian international passport before age 18

Hello,  anyone fluent in Ukrainian, please read the attachment and see if you can find the part that says there is an exception to the rule so that a 17 year old Ukrainian girl can get a Ukrainian international passport.

She needs to have the passport before going to the US Embassy in Kyiv for her visa interview.

this message does not say anything about getting the International passport for a girl at age of 17.
as far as i know  one can get the international passport at 18 y.o.
under 18 you get the child's travel document.

The problem is she needs to travel soon; whe will be 18 this July. The passport or travel document for child needs to be valid for at least 6 months after the travel date.

The visa needs to be attached into the passport or travel document for child.

We don't want to get set back by several months.

probably it is possible to put child in the passport of her mother? but i am not sure about that.
you probably need to consult with an immigration attorney.

If anyone needs to accomplish this, pm me.

They found a person to help with this problem. A trup to Kyiv and a $500 payment got the adult passport,that is good for 10 years, in two days. So add to that two round trip train tickes, two days apartment rental, food, document preparation, etc.

At least it is done!

Hiring an attorney would take the most possible additional time. That was very bad advise!
