The short-term problem you have is that 18-21 year-old girls in the FSU are very similar to the ones here: they are either at the university or they are partying and marrying a foreigner isn't really at the top of their list.

The older girls won't take you (a 20 year-old guy) seriously.

The good news is that you're young.  My recommendation is that you sign up for a Russian study course in Russia and go live there for three or four weeks.  If you're outgoing you can meet lots of hot girls at the university.  If you're a little shyer there are plenty to meet off mamba.  If you want to chase girls who don't speak English (which is like 95%+ of them) you can find someone to interpret.  

If you do that, you can have some fun in Russia, have a new experience, learn some basic Russian, date some of the world's hottest women, and also get a feel about whether this whole ball of wax is your bailiwick.

I'd make the general statement that Russian girls like their guys a little "stronger" than they do here.  (Of course, there are exceptions)  You might have to "man up" your game a little.
