I do not think that you can make a general staement about this.

However I do feel that women who regularly take part in these events will not be ideal marriage material, and might have other motives as meeting their life partner.
If and how the organizers encourage this depends mainly on the organizer themselves.
From what I have read over the years some certainly are compensating at different levels, while others may not be at all.

Depends on what one considers 'compensation'.

A while ago some girl invited her facebook fans to a birthday party.. her profile was open and IIRC 1500 or so showed up.

I think it happens this way.

A tour organizer prints an advertisement in a local newspaper:
"Girls! Come to a free party at a night club.
You're going to meet Young, Rich, Handsome Western Men!"

When a girl comes, she sees this.

Having done three big agency tours I think you need another option on the poll because the most accurate one isn't on there.

Yes, the few sincere women do see what the photo shows.
 
Yes, the big agencies do run newspaper ads, billboards on the street, posters on telephone poles and any other way to get the message out.
 
Personally none of the women are paid, not in the way you say it.
It doesn't take long for a greedy beautiful women to figure out that there will be a roomfull of fairly prosperous guys who have been brainwashed by the agencys and are basically nieve suckers.
 
What these women see when they walk into the room is.
 
New shoes,
New coats,
New cell phones,
expensive dinners,
exotic vacations,
monthy allowances for English lessons,
money whenever she needs it and all she has to do is make up a sob story.
 
Why in the world would they care if a man is old, fat or ugly.  They don't plan to do much more than give him a kiss on the cheek and clean out his wallet.
 
In making these negative comments about Big agency forums I do want to point out that there is one good tour which is Jack's First Dream tours.

Yeah, and when the romance tour is over, the same young girl comes to the same night club waiting for an older and ugly Russian sponsor to drive her to his apartment.
