<cov>"CLIMATIC ARMAMENT": FANTASIES AND REALITY
Hurricanes, raging of late near the American coast, were created by Russian military specialists. With the help of a special electro-magnetic generator, they mastered a secret weather armament, able to abolish innocent people and their houses. This accusation was put forward by American meteorologists the other day. Russian scientists did not start justifying themselves: according to their opinion, the only ones who do harm for the weather on this planet are Americans themselves. And the main ground for that is their famous HAARP - Project of Auroral Zone Active Research "Northern Lights".
"The base where this research takes place is a specially guarded secret territory", main scientific employee of Shmidt's Earth Physics Institute Doctor of Physics and Mathematical Sciences, Valeriy Rudakov, "It is protected by barbed wire, the perimeter is guarded by armed patrols of the Marines, and the air space over the research stand is closed for all civil and military planes". The stand is actively used for influencing the ionosphere and magnetosphere of the Earth. Scientific magazines ascertain: with the help of HAARP one could cause artificial northern lights, to noise radio-location stations of early ballistic missiles launch, connect with submarines and find underground secret complexes of rivals. The radio emission ostensibly could penetrate underground; diagnose concealed bunkers and tunnels, burn out electronic devices, put space satellites out of action.
But that is not all. The main pride of authors of the project is technologies of influencing the atmosphere able to cause weather changes, as well as artificial natural disasters: heavy showers, earthquakes, floods, tornadoes and hurricanes like Rita and Katrina. Perhaps, their transoceanic compatriots became victims of such experiments. That is, according to the opinion of our interlocutor, not excluded...
The possibility of influencing the weather has been studied by American military officials for a long time already. In 1946, chemist Vincent Shafer from corporation General Electric disseminated 1.5 kg of artificial ice over Mount Greylock which caused heavy snowfall. Several years after meteorologist Bernard Vonnegut, a brother of the famous writer, found out that fertilization of clouds with particles of iodic argemntum produces the same effect. By the year 1951, 10% of American fields were moistened artificially. During the Vietnamese war, a project under the name of Poppy Color was introduced. From 1966 until 1972, American aviation produced thousands of airplanes for disseminating reagents over the so-called "Ho Chi Min's way" hoping that extra precipitation would make it impassable.
"The same research was held in this country as well", Valery Rudakov continues, "The grandest of them - at object Sura, 150 km away from Nizhniy Novgorod, owing to Scientific-Research Radio-Physics Institute of Russian Science Academy. It could be compared with American HAARP judging by the power, though it possesses another scientific profile".
Sura is located in the square of nine hectares. These are straight lines of 20-m antennas, in the center - there is a grand megaphone-radiator. With its help, one studies acoustic processes in the atmosphere. This wonderful device helped to make a number of scientific discoveries.
In the early 1980s, a number of abnormal effects were noted over the object in the atmosphere. Many employees saw strange luminescence, burning red balls etc. In case physicians did not see that with their own eyes, one could have decided that flocks of UFO or ball lightning arrived there. But there was no science fiction in that: the main reason of that was the luminescence lighting of plasma formations caused by the operation of Sura. By the way, such anomalies could be the reason of little weather changes - sudden rains or strong winds, fall or rise of temperature...But that is, so to say, a side effect. Such apparatus cannot cause hurricanes in the United States, scientists confirm.
"After breaking-up of the USSR, the operations were stopped, as well as financing", our interlocutor states, "The apparatus started to become rusty...However, several years ago, the scientific-research activity of Sura started again. Today, the complex participates in international projects of studying the ionosphere, work together with American scientists as well. In this situation, it would be stupid to accuse Russia of organizing natural disasters for its transoceanic colleagues. Even if Sura had such opportunity...
However, Sura is not the only complex in this country possessing such features. Such experiments were held in Novosibirsk, Tula, Khabarovsk...Manager of the Tula project Martynov managed to create a device changing abnormalities of the gravitation balance of the Earth and near-earth atmosphere. Afterwards, he could correct received signals and influence the weather. Several such devices set in various places of this country generated a signal which controlled a cyclonic wave. Experiments, as scientists admit, had military purposes and were developed for infringement of location and radio-communication of a potential rival, i.e. the United States. However, everything was closed 20 years ago.
"Today, as far as I know, there are no such operations", Rudakov says, "That means that if the climatic armament exists, it is classified as a secret even for specialists..."
However, initiator of accusation - American meteorologist Scott Stevens - considers himself being informed much better than all the other specialists. According to his words, hurricanes Rita and Katrina were artificially created with the help of secret "weather" armament projected by Soviet scientists in the year 1976, and experiments would be continued in the near future. "New hurricanes would be aimed at big cities of the United States, having started a "weather war", Stevens declared to journalists, "I saw artificial clouds over the state of Montana..."
"One must say that Stevens' position is seconded by only in few even in America", Rudakov sums up, "The majority of scientists consider these suppositions to be unfounded, since they do not correspond to elementary laws of thermo-dynamics and studies about hurricanes. At the same time, there is no ground to accuse United States of sending abnormal colds or thaws to Russia.

According to the information of Viktor Yanukovich, 80% of Ukrainians do not support the idea of NATO membership. Even Brussels is perplexed with the steadiness with which the "orange" Kyiv authorities dash at the doors of the Northern Atlantic Alliance. From the capital of "independent state", signals are often sent to NATO Headquarters about the fact that the power would pay anything to enter the block.
High-ranked officials from the Defense Ministry, Minister Anatoly Gritsenko included as well, declare that Ukraine would like to have an "educated, equipped and structured army - so to say, a containment factor against potential rivals". However, (...) at first, it would be proper to replace 50% of out-of-date hardware and armament and to restore the Missile Forces. One should find money for that, of course.
Ambassadors of the "orange people" in the European structures allude that only NATO could guarantee the complete dispatch of Russian gas to Europe, since Kyiv alone is not able to solve this task. In this a way, the "orange" authorities behave rather improperly, alluding to the possible continuation of taking away gas from a European consumer, in case the strict control of the alliance would not be set.
(...) However, some western experts consider the strengthening of official Kyiv to become a protector of Atlantic interests in the post-Soviet territory - some sort of anti-Russian buffer - to be without perspectives. English political scientists from the University of Wolverhapmton, having declared their conclusions in some British editions, stress the fact that attempts of the "orange" authorities to prove their loyalty for European values, necessity for NATO does not only have the needed effect, but any proof by concrete affairs as well. Furthermore, in NATO Headquarters, they are disappointed by the results of Ukrainian military subunits participation in operations of the alliance in Kosovo and Iraq. Even officials of the Ukrainian Defense Ministry admit that their soldiers, officers as well, "could be marked by moral-psychological qualities, drunkenness, non-fulfillment of combat obligations". So, last year, commander of Ukrainian military contingent General Sergey Savchenko was detained in Iraq for smuggling.
"Military exploits" of the Ukrainian peacekeepers became widely known after declarations of former head of occupation authorities in Iraq from the American side Ambassador Paul Bremer. Polish edition Wprost published his estimations of activities of Kyiv's soldiers in the Iraqi territory - they were of rather negative character. Much indignation of the command staff was produced by an episode connected with cowardly and unskillful actions of a commander of the 61st Ukrainian battalion, who, of free will, left the zone of his responsibility near city Al-Kut, having placed under fire a whole American tank company and a hardware battalion. As a result, the Americans lost more than 100 soldiers.
All European electronic mass-media published the confession of a Ukrainian soldier - peacekeeper from Iraq. According to his opinion, the Ukrainian troops are not ready for running any combat operations, furthermore in the composition of coalition forces, where a high level of cooperation and trust is needed. The Ukrainians are distinguished by bad tactics and combat training, absence of skills in the respect of armament and ammunition, weak physical and moral training. All military structures, from top to bottom, the author of the confession notes, are destroyed by corruption - it is not a matter of any military debt or partnership obligations.
Polish edition Wprost, referring to the opinion of American ambassador Paul Bremer, writes that the negative experience of the Ukrainian soldiers' participation in combat operations in Iraq produced many doubts in the West concerning purposefulness of their membership in NATO, even in the distant perspective. The ambassador means not only lacks of the military organization, but non-stability of political and economical situations, which does not let the West treat Kyiv as an equal and long-term partner.
Ukraine is still a natural zone of Russian interests for Western Countries. They understand clearly that the economical growth of "independent" Ukraine depends greatly on its relationships with Russia.
That is understood by Ukrainian people as well. But will the Kyiv authorities give them a chance to say?
