It looks like this involves a J1 visa for young people.  I don't think your in-laws could get J1 visas unless they're pretty young.

J-1 visa it is. Almost had a couple of Russian college students stay with me but they decided to stay and work in NY with some friends after arriving to America. They had their own money prior to fly here and live.


Below are some requirements to be qualified.

The website you provided said they can assist with everything. Your sister in law must be 18-23 yo and in college according to their list of requirements.


Summer is around the corner so she should try to get in all the paperwork ASAP. There are costs and no guarantees especially if this program gives out a limited amount of J-1 visas.


At the site I linked it said "Sponsors of participants who are nationals of Visa Waiver Program countries must: Ensure that participants entering the United States without prearranged employment have sufficient financial resources to support themselves during their search for employment". I don't know if your in law qualifies but if she doesn't, she'll need to line up a job before she's allowed to enter USA.


If your in law gets a job on the other side of the USA, she may not need to work there all summer and will be allowed to travel to visit you and your wife. It's probably best to use the services of the companies based in Ukraine.


If the J-1 visa doesn't work out, your sis in law can apply for the green card lottery every year. I've dated a couple of winners and the odds are not bad to win.

If it is what I think it is, kids work at resorts in the US and make some money.  I met some Russian guys working in Mackinaw Island. They work all summer and when they go back they can buy a flat. It's good for 20 somethings who want to see the world.
