Most (all) banks have restrictions on how much money can be transferred out of Ukraine on a daily, weekly and monthly basis.  Some of the rules are government decrees, some are the individual bank's own rules.

The end result is:  It will be a slow and very costly (fees) process.  With currency conversion, fees, etc., she will lose a  significant portion of her money.

Best route:  Convert up to $10,000 into hundred dollar bills. Split into two stacks, wrap in clean, thin cloth, she puts into bra and brings out of Ukraine and into USA.

She must resist letting anyone pinch her nipples during the trip.

Surprisingly, $5,000 in 100s can fit in each side of C cup bra (along with other equipment) without much notice.  Wear loose sweater or shirt.

Maybe you should wear bigger cups and go for $10-12K?

Keep it under 10k so you do not have to legally declare it at the port of entry. If they catch you they will confiscate the funds as well.

Another method is to convert the funds to a virtual currency and move it around with minimal fees (around 40 cents per transaction). Ukraine is heavily involved in virtual currencies and has even implemented around 5000 kiosks around the country.

FYI a stack of USD 100's equaling 10k is less than 1/2" thick.

Yes, I knew about the $10,000.  Some US websites say you can bring in $10,000 without declaration, some say less than $10,000.  To be safe, Ochka brought in $9,990.

Leaving Ukraine, you don't have to declare if less than 10,000 Euro.  But no much difference between Euro and USD now (compared to earlier years), so we just went with the $10,000 USD limit.

In some prior years, Ochka brought in $12,500 USD and filled out  the long form to declare at US border.

But now that we file joint return, didn't want to fill out that form and risk IRS trying to tax the declared money as income.  It wasn't current income, but too risky to run chance.

Yeah, it can be done, but then run into the $10,000 limit for not declaring as I noted.

I have read some stories where guys and gals roll up the bills, put in condom or some such and push up into various orifices.

FYI a stack of USD 100's equaling 10k is less than 1/2" thick.

And the lucky euro group benefits from 500 denomination bills.

Ochka has acquaintances in Ireland.  Friends regularly bring in to them fairly large quantities of euros in cash that they use to invest in business ventures.  They ignore the declaration limits, so run the risk of confiscation if caught.
