C-1 Transit Visas?

My fiancee and i are planing to go to Mexico for a vacation. This is what i found out, the cheapest way to fly from Moscow to Cancun Mexico is through Delta Airline.

This is the twist!!! All Delta fights to Mexico must stopover at Atlanta Ga and make a connection fight to Mexico. Well, all  sounded great!!! But this is a problem, she needs to apply for a C-1 transit visa. Being single and 25 year old, what is the chance of getting a C-1 Visa?

She works for Coke Cola Company making about $1000 a month.
She has about $1500 in her saving.
Hotel and fight have been reserved.
Approved Mexican Tourist Visa.

What do you guys think? Thanks again..

I'd call Delta and talk to the and ask their opinion.  If not,  there are lots of flights to Cuba from Russia...old brothers in Communism connections.  From there its an easy hop to Mexico.

 I work for an airline. The post 9/11 visa requirements have almost completely eliminated anyone coming through USA on transit visas. The USA airlines would like the business, but Homeland Security doesn't want foreigners coming through here easily.
 In the current enviornment, it's not any easier for her to get a transit visa than it is to get a tourist visa. She'll have to jump through the same ridiculous hoops.
Spend the extra money to avoid going through the USA. Besides Cuba, she should be able to go through Europe (Lufthansa through Germany, Air France through France, Iberia through Spain, etc.). She more than likely won't need a visa just to change planes in Europe. Use the link at the top of this section, enter the country where changing planes in the "Transit Cities" box. How difficult was it to obtain the tourist visa for Mexico and where did you apply?

I have found several flights that transit cities other than US cities. I am curious about the Mexico tourist visa.
