If you are filing a I129 F K visa application, USCIS will accept a simple, self done translation, without notarization.

I you are doing an immigrant visa, NVC has much higher standards.

If you are getting married in Ukraine or trying to become a resident of Ukraine, the process goes like this:

You get a certified copy of each required document, and get the appostille.

Next step: you can do this easier in Ukraine, 4 things are required for each document:

1. A copy of the certified and appostiled document

2. The translation into Ukrainian

3. A statement that the person doing the translation is qualified and did it correctly

4. The notarization

The these 4 items are sewn together with thread and the ends of the thread are coved with a seal. If the seal or threads are broken, the document is void.

I said a person could translate documents themself.
