I hope you folks can help us; or give us some guidance---I received a SMS from N. this morning. She had finally received her police certificate, and was ready to request the interview from the embassy.
The SMS read:
"in police lawyer tell me that I need papers from my parents. Permit. if they not work."

The only thing that comes to my mind is the "exit visa" stamp --- but I thought that was involving taxes that might be owed to Ukrainian government. All the embassy cares about the police certificate is that shedoes not have an outstanding record.

For a fiancee? I havent the slightest idea what she is talking about. Her parents are irrelevent to this process other than who they are. None of my clients have ever mentioned something like this. There are really not enough facts posted here to respond to unless I assume it is a K1 visa. Her SMS is really unclear

It kind of sounds like a way for this lawyer (or the police as well) to get some money out of her for nothing. Plenty of people will claim to "Know" what is needed and will happily get if for you for a fee.

William--sorry I didn't make that clear, yes it is K1.

Ken-that was my thought also---unless there is some kind of internal Ukrainian statute about leaving elderly without support  :noidea:-- like THAT matters to the authorities over there.

I double checked the embassy website just to be sure--nada

I posted this over on VisaJourney as well; and she is trying to get more details. I'll see what she comes up with; but to me it sounds like since the authorities now know she has a "rich" American fiance--they are trying for their cut.

once she has the police clearance, she is done with the police. Move on. Methinks the lawyer is trying to show some "value" to get paid for more good advice or document review.

This piece of paper is needed for 'PMZ' (permanent residence). Getting PMZ means renouncing woman`s residency in Ukraine/Russia.
It looks like a stamp in passport.
Before moving to USA, our women rarely do this procedure, cause it requires a lot of time and energy. I mean, one has to spend months collecting a lot of papers (including one from a public library!  ;D) and yes, one from parents (unemployed/retired/disabled).
It can also be done in US via the Ukrainian/Russian embassy. It takes even longer this way.

Do not confuse this PMZ with her becoming US Permanent Resident after marrying and getting a Green Card. Two different things.

This a separate type of "passport" and not needed for immigration to the US.  All they require is a minimum of 6 months time remaining on her external (tourist) visa.  The US really doesn't care about the PMZ when reviewing for permanent residence in the US.  Actually, getting this would cause her a lot of problems should the K1 not work out and she needs to return to live in Ukraine.  Tell her to move on to the interview and not to worry about if for now.

They didnt try to get any bribe from me-gave a certificate without any problems. As I know,its just one the same office in Odessa which gives those certificates.All they check is the criminal records.

I haven't got all of the details yet; but it looks like RussianGal nailed it--they overwhelmed her with all of the information for PMZ.

I have heard the comment many times that there were 2'kinds of police repots and to be sure you got the right one for a K-1. I never heard what the wrong one was for but it does sound like they were trying to give her the wrong one.
