I never liked IMBRA myself. I don't believe it protects all women anyway. While foreign women will be armed with info of a man to where they may not want to marry him if he's a woman beater, the man will turn to domestic women and beat her if that's his intentions. The root of the problem is violent men and criminals themselves and IMBRA will not alter their behavior, only make it harder for them to marry foreign women. It also makes things more discouraging for the good guys too.

The justice department did a study in 1996-7 and discovered that foreign wives were abused less on average than domestic wives.

Unfortunately, IMBRA explicitly rescinded the Illegal Immigration Reform Act of 1996 with passage of IMBRA. The study you referenced (found here -- http://www.goodwife.com/index.php?pid=17), was incorporated as part of the 1996 Act, hence, is also rendered moot at this point.

Did lots of reading there Dan. One thing that stood out to me was the info about nearly half the homes in America will experience DV. I'm assuming the people doing the study is estimating unreported DV and including false DV which is hard to disprove.

It'll be tough to overturn IMBRA. Not many Congressmen want to look like a bad guy taking away any potential women's rights. I think the best way to get Congress to rethink IMBRA is to show how it hurts domestic women instead of showing how it hurts sincere men and agencies.
