Call to absent parent?

From your experience, does the embassy in Kyiv contact the absent parent by phone when you present them with the document they describe on the embassy website as, "A notarized statement from an absent parent giving permission to a child to immigrate to the US along with a photocopy of the photo and signature pages of his/her passport."

Also, I understand that this letter from the absent parent needs a notarized translation. Does this notarization have to come from a certain source, i.e., the U.S. embassy in Moscow, as the absent parent has now left Ukraine and lives in Moscow.

Just hazarding a guess but you might have to support a RT for her ex to visit a notary in Ukraine.
