Certificate of Single Mother

My fiancee, Evia, has been a single mother since day 1, with the biological father having no involvement or financial support regarding Nastya (the daughter).  When she went to get information about obtaining her International Visa, she was told that if she had a "Certificate of Single Mother" she would not need a release from the biological father.

Anybody know anything about this?

ps.  Out of the blue, the father contacted my fiancee's sister recently (who lives in the traditional family flat) asking for contact information for Evia, and asking the daughters birthday.  Odd that this happened a week after I visited...

If you are a single mother then in birth sectificate of your child wich hold in Civilian registrar's there should be such addition to a sign about child's father "Записано со слов матери" (Written according to mothe'r words") I think she should go at that place where she registrated birth sertificate of her daughter and ask such prove.

BUt if she is not a single mother official then there would be a problems with notarian permission of father to take a child abroad:? Somethime it costs a lot for new american husbands. Our Russian "fatheres" may be a big piles of ****
