international rates to call cell phone in FSU

I do not post often, but do read alot here, I have been writing and calling to Tashkent Uzbekistan for over 6 months. The phone calls cost to her home number, just over .08 cent per minute. Not great but reasonable.
Now she is going to Ufa Russia to visit her sister for a month and all she will have is a cell phone. The kicker here is that she was told that if I call the cell form the USA, that she will be charged $4.00 per minute to receive a call on the cell phone and I will still have to pay on my end ???
This does not sound right to me and I think that someone is giving her bad information. I have never heard of both parties being charged for the same call.
If someone could shed a little light on this, that has called a cell phone in FSU it would help me very much.

If she is using a Uzbek phone card in roaming mode then she is probably correct.. your call to her will go to Uzbek, then is forwarded to wherever she is, in this case RU.

When she arrives in RU she should pick up a local phone card and SMS you the number.  Will be a lot cheaper that way.
