Kazan is a modern city, even though Tatarstan is a muslim republic they are not as conservative there. I just got back from Kazan 2 weeks ago and I haven't seen any women wearing that. A lot of fur coats and fur hats though!
If you haven't seen them it doesn't mean that they don't wear it.
Some women wear hijab-opening their face and palms but the other parts of their body are covered.

Is this the Muslim version of a 'flasher'?  In Afghanistan such conduct has been meet with acid in the face.  I'm glad I'm neither.

Not sure if Christian will read this, but one of the things my fiancee was surprised about in my country was muslims wearing different varieties of traditional clothes. This because in Moscow the muslims will not wear a head cover.
No it is not a dog. Its really how I look.  ;)
