I tried 295 instead of 259 and I do make a connection. With who? I have no idea. A girl answers the phone and when I ask for my girl by name, she hangs up. The last time I called, I heard a small child crying in the background and my girl has no child.

I tried 296 for kicks and the phone rings but no one has answered the phone yet.

I ran into similar problems when I started writing this nice gal from Minsk.  Horrible connections, frequently took over an hour of constant redialing to get her - either I'd get messages that lines were busy, a busy signal, or it would ring and ring, or a child would answer the phone just like you heard, or somehow I'd get into the middle of a conversation between two other people.  Very very frustrating.  And then when I finally connected, the sound quality was total cr*p, and we'd get a lot of dropped calls in which case it could take up to another hour of dialing to get through again.  I got tired of it after a while and I suspect she did as well...and I wasn't going to fly over there if I couldn't establish enough of a connection (no pun intended) over the phone.  I finally just gave up in total frustration.

I didn't experience trouble at that level using voipraider, voipcheap, voipwise etc. (same provider). Occasionally it has been impossible to establish a call or the quality of the call has been extremely bad.

Mostly this is due to limited antenna's for mobile phones and bad infrastructure in general.

Do avoid RUSH hours as they exist on the phone net too.
(those rush hours can differ from country to country)
