NVC Letter and Kiev Interview

I recieved a letter from NVC, in this letter there is a KEV case number. In the letter it says my case will be sent to the US Embassy in Kiev in a week. I have a question:

Can I at this time call the Us embassy in Kiev(their call center) and request a date for the interview? since I have a case number, or does my finacee has to wait for the embassy to mail her the information packet?

If not its okay, the forms are in pdf format, I can complete them for her and mail her so she can review the info and sign.

Why not?  Save the .pdf file and attach to your e-mail.   She'll print them out on the other end.

According to the most recent information on the Kyiv embassy website, they no longer automatically schedule interviews and you must call the call center to schedule it.  The primary reason for waiting for the packet before scheduling the interview is to state that she has all of the documents listed on the KEV-1 at the time she schedules the interview.  I imagine if you can convince them that she does have all of these ready they will schedule the interview.  I did notice that no signature is required on the KEV-1, so there's no reason you can't fill this out yourself and e-mail it to them directly.  As far as the DS-23 Parts 1 and 2, just fill them out yourself, attach them to an e-mail and have her profread them and sign them.

If you are not aware, the Kyiv embassy website has a Ukrainian language version and there she can download the entire information packet that they will send to her.  There, she can find the KEV-1 form in Ukrainian and fill it our herself, but the DS-230's are only in English.
